INTER ORGANIZATIONAL DEGREE PROGRAM USDCP ASC-NCSC & USNDFSCOM

FEDERAL, STATE and LOCAL LEVEL EMERGENCY MANAGEMENT CAREER FIELD

The UNITED STATES DEFENSE CIVIL PREPAREDNESS AGENCY SERVICE CORPS NATIONAL CONSORTIUM STAFF COLLEGE and the UNITED STATES NATIONAL DEFENSE FORCE SUPPORT COMMAND, both being not for profit public benefit organizations, have entered into an organizational agreement which will allow the USNDFSCOM to serve as the organization responsible for Phase-l processing of all applications for the ASSOCIATE, BACHELOR and MASTER of SPECIALIZED TRAINING Degrees.

The USNDFSCOM was selected based on its long history as a well-respected organization, it's organizational commitment to the Civil Preparedness Program and it's well rounded, dedicated, loyal and respected leadership. Based on our research, we concluded that the USNDFSCOM had the best potential for a successful petition for Federal Recognition at some point in the future. As part of the agreement, Lieutenant General James Graham has agreed to serve as the Director of the National Consortium Staff College for the years 2004 and 2005, to facilitate the program.

Our Research Committee looked at many organizations that were organized prior to 9/11 and many that have been organized since. We found that most were little more than some type of military-oriented social clubs and so far out in left field that it was unbelievable, regardless of what they state to their membership and the general public. There was no official connection or endorsement from Federal Civil or Military Departments or Agencies despite their claims of involvement. Some of the organizations that were looked at have involved themselves in Police Activities. We found that several organizations were trying to imitate the USNDFSCOM organization and its mission.

The mission of the USNDFSCOM has always been and will remain to train it's members in Disaster Preparedness and Response, the members then involve themselves voluntarily in their local community's Emergency Response activities, and the members strive to educate their fellow members of the local community in Emergency Preparedness and Response through Group Study and Seminars. Members also actively support their local EMS, First Responders and Law Enforcement.

The USNDFSCOM organization does not involve itself in the formation of so-called "Special Units". Several of the organizations viewed were doing this with formation of such units as Special Operations, Intelligence Operations and Law Enforcement activities. The only organizations outside the Federal and State Governments that can legally do this are State Defense Force and State Guard units and they are strictly limited in these activities by Federal and State Law as well as Military Regulation. Organizations that involve themselves and their membership in this type of activity do so without authority of Law and Military Regulation, and at their own risk.

According to the Office of the U.S. Attorney General, No Privately Owned Non-Profit organization has ever been granted authority by law or by the U.S. Attorney General to engage in or conduct any form of Police Activity, Investigations or any form of Intelligence Operations in the name of National Security, National Defense, Homeland Security or Department of Defense. Organizations and their members that involve themselves in such activities would be subject to Federal Prosecution if it is found that said activities violated the Civil Rights of any American Citizen, and Civil Prosecution and law-suit by the victims of such activity. The FBI as well as State and Local Law Enforcement Officials could also prosecute members of organizations that engage in such activities for Impersonating a Law Enforcement Official in the event of a charge being filed based upon an investigation. If any citizen suspects that he or she has been the target of an illegal investigation and/or damaged by the information collected (verbally or written) and their Civil Rights have been violated by any organization or person, they are directed to file a Written Notarized Complaint in Duplicate to the:

All complaints will be investigated and if violations are found, a Federal Case Number will be assigned and Prosecution will begin. It is true that our nation is at war against Terrorism, but that does not give people and organizations authority to try to turn our nation into a Police-State. The legal and proper agencies are already in place to police our nation on behalf of the citizenship. People who were not retired military officers and had no formal military training to serve as a commissioned officer staffed the administration and senior officer leadership of most of these organizations. This is one of the areas looked at very closely by any Congressional Committee. We relied on information about each organization that we researched based on inquiries about the organization to the Federal Emergency Management Agency, Department of Homeland Security, Office of Domestic Preparedness, Department of Defense, Department of the Army and the Federal Bureau of Investigation.

General Graham has also been authorized to incorporate the organization in his State so as to transact business legally as a NOT-FOR-PROFIT organization. The USNDFSCOM will be responsible for all PHASE-l processing and verification of all course credit submitted by any applicant for a Degree. As Director of the NCSC, Lieutenant General James Graham will be responsible for the administrative processing of recommendations for award of the HONORARY DOCTOR of MILITARY SCIENCE Degree to citizens for their Military and Public Service as well as for their Patriotism, Loyalty, Citizenship and Involvement in Humanitarian projects on behalf of the citizens of the United States of America. General Graham has also been authorized to award the Honorary Degree to members of the USNDFSCOM who have conspicuously supported the organization, have demonstrated great involvement in the organizational programs and have exhibited commendable loyalty toward the organization and their fellow members.

It must be noted that the awarding of the Honorary Degree is by Recommendation Only and recommendations are CLOSED for the year 2004. Membership in the USDCPASC is by Invitation Only. The Director of the NCSC is required to submit reports to all Honorees and Alumni concerning events that effect both the USNDFSCOM and NCSC organizations as well as keeping all Governors updated concerning our organizational activities in their respective States. The USDCP ASC was organized to promote fellowship and association of officials and employees of the Former Defense Civil Preparedness Agency, former students of the Defense Civil Preparedness Staff College at Battle Creek, Michigan and to support organizations like the USNDFSCOM.

The USDCPSC-NCSC has been working for several years to establish the premier credential for citizens involved in the Emergency Management field. The NCSC Degree Program is Legitimate and not a Diploma Mill. The Degrees are based on consolidation of accredited independent study course work from several Federal Agencies as well as other sources. A citizen must complete the required CORE courses of study prior to applying for a Degree. It must be noted that all required courses are Free of Charge and available on the Internet. We may add or delete courses from the curriculum based on availability from FEMA and other sources. Prior to activation of the Degree Program, the Degree Progam format was sent to all appropriate Federal and Military agencies that are involved with Homeland Security, Disaster Response and Training and National Security and Defense, the White House and Governors.

The Degree Program will be used by the USNDFSCOM as a Professional Development path for all members. The program will also serve to establish a Promotion Policy for members seeking advancement in military grade. The Degree Program is designed to help qualify and prepare citizens for involvement in their local community Preparedness and Response programs and to better qualify citizens for employment with the Federal and State Agencies that are responsible for Homeland Security and Emergency Preparedness and Response Management.

The USDCPASC organization and the NCSC alumni will lobby and serve as endorsers of the USNDFSCOM's petition for Federal Recognition either for Presidential Executive Order or Congressional Charter in the near future. It is our opinion based on research that the USNDFSCOM has a very good prospect of being successful in such a petition.
